
- Introduction and Background
The Law Society of Zimbabwe (LSZ) funded by the East West Management Institute (EWMI) and in partnership with the Legal Resources Foundation (LRF), is implementing the Partnerships for Justice (P4J) Programme in Zimbabwe. This programme is aimed at improving delivery of justice to the public through increasing the transparency, accountability, and efficiency of Justice Sector Institutions (JSIs). The programme is being implemented under three objectives as follows;
Objective 1: Promote systematic and sustained monitoring of targeted justice sector institutions
Objective 2: Increase citizen participation in the justice system
Objective 3: Enhance open and accessible justice
- Assignment Objectives
The call invites applications from individual consultants and consultancy firms with relevant skills, qualifications, and experience to carry out research on the identification and prioritization of legislative reform areas gathering the information from the following groups:
- a) Members in private practice
- b) Members in Government
- c) Members in Commerce
- d) Rights based CSOs – Zimbabwe Women Lawyers Association (ZWLA), Zimbabwe Lawyers for Human Rights (ZLHR), Zimbabwe Environmental Law Association (ZELA), Women and Law in Southern Africa (WLSA), Justice for Children Trust (JCT) and Zimbabwe Human Rights NGO Forum
- e) CSOs that play a significant role in legislative reform – Zimbabwe Election Support Network (ZESN), Women in Politics Support Unit (WiPSU), Women’s Coalition of Zimbabwe (WCoZ), Zimbabwe Civic Engagement Trust (ZIMCET), Musasa Project, Women’s Academy for Political Excellence (WALPE), Transparency International Zimbabwe (TIZ), Women’s Action Group (WAG)
- f) Business Community Groups – Business Association Zimbabwe (BAZ), Public Accountant Auditors Board (PAAB), Institute of Chartered Accountants Zimbabwe (ICAZ), Institute of Bankers Zimbabwe (IOBZ) and Estate Agents Council of Zimbabwe (EACZ), Confederation of Zimbabwe industries (CZI).
- g) Other INGOs or NGOs with a regional focus Centre for Applied Legal Research (CARL), Zimbabwe Albino Association, National Association of Societies for the Care of the Handicapped (NASCOH), UNICEF, Zimbabwe Gender Commission, OXFAM, Care International, VERITAS
- h) The Academia – University of Zimbabwe (UZ), Africa University AU, Zimbabwe Ezekiel Guti University (ZEGU), Great Zimbabwe University (GZU), Midlands State University (MSU)
- Application requirements
Technical Requirements
- Individual or Registered Consultancy Firm with experience conducting similar User Surveys.
- Good Understanding of Justice Sector Institutions in Zimbabwe.
- An appreciation of the Zimbabwean legal system and knowledge of the law,
- Experience working with Parliament.
- Proficient in quantitative and qualitative data collection and analysis.
Experience in legal research and issues to do with law reforms.
- Good report writing skills.
Administrative requirements for Individual consultants
- A detailed CV with at least 3 traceable references including telephone number, email address and name of organization
- Up to two samples of previous work related to the ToRs.
- A cover letter indicating which consultancy area is of interest for example identification of legislative reform areas.
- A valid tax clearance for the year 2023
Administrative requirements for companies or consulting firms
- Certificate of Incorporation
- VAT Registration Certificate
- Company profile including physical address and postal address. Contact person and a list of company directors
- Company organogram
- Current tax clearance certificate for year 2023
- At least 2 reference letters on organization’s letterhead that attest to the companies’ experience working on similar work as outlined in the ToRs.
- Evaluation of Applicants:
Applicants will be evaluated based on the following:
Stage 1: – Establishing a Roster
All applicants will be initially screened against the minimum procurement requirements as specified above and those meeting the minimum requirements will be short listed.
Short-listed applicants will be evaluated through a desk review and/or interview against the Technical Requirements as specified under each assignment.
An interview verbal maybe required before placing one on the roster.
Sample of similar work will also be required.
If a company, their company documents will be required as listed in an Annexure
The shortlisted applicants will be notified after the desk review or interview process and will be added to the P4J Consultants’ Roster.
Stage 2: – Evaluation and call off mechanism for specific assignment /Contracting
When a request for services arises, the roster manager shall contact the individuals/firms included in the specific area of expertise with ToR, location and dates of the assignment seeking confirmation of availability, as well as other costs such as living allowance, travel cost, etc. The daily fee quoted by the individual/firm during this application process shall remain as the ceiling fee and cannot be increased upwards for any offered individual assignment(s)
Consultants that confirmed their availability for specific assignments will be evaluated according to a criterion that shall be clearly indicated in the respective assignment ToRs.
